A New Normal for Air Navigation Services

First of all, ANSPs form an integral part of the aviation infrastructure, carrying out a State function, stemming from the Chicago Convention, on behalf of the States. Due to this mandate, ANSPs cannot stop providing services when traffic demand is reduced – the skies need to remain “open” to maintain the infrastructure necessary for the functioning of the entire aviation system.
